Cook the Noodles: In a large pot, bring water to a boil. Add rice noodles and cook according to package instructions until tender. Drain and rinse under cold water to stop cooking. Set aside.
Marinate the Beef: In a bowl, combine the sliced beef, hoisin sauce, and soy sauce. Mix well and let marinade for about 15 minutes.
Stir-Fry Vegetables: In a large skillet or wok, heat cooking oil over medium-high heat. Add the minced garlic and ginger, sautéing for about 30 seconds until fragrant.
Add Beef: Increase the heat to high and add the marinated beef to the skillet. Stir-fry for about 2-3 minutes until the beef is browned and cooked through.
Add Vegetables: Add the sliced red bell pepper and snap peas to the skillet. Stir-fry for another 2-3 minutes until the vegetables are crisp-tender.
Combine Everything: Add the cooked rice noodles to the skillet. Drizzle with sesame oil and toss everything together, mixing well to ensure the noodles and beef are evenly coated.
Serve: Plate the hoisin beef noodles and garnish with sliced green onions, sesame seeds, and fresh cilantro if desired.
